The Shadow over Innsmouth is a horror novella by H. P. Lovecraft. It forms part of the Cthulhu Mythos, using its motif of a malign undersea civilization. It references several shared elements of the Mythos, including place-names, mythical creatures and invocations.
The narrator is a student on an antiquarian tour of New England. He sees a piece of exotic jewelry in a museum, and learns that its source is the nearby decrepit seaport of Innsmouth. He travels to Innsmouth and observes disturbing events and people.

H. P. Lovecraft tells some truly chilling tales. I really enjoyed The Shadow Over Innsmouth, but it wasn't the best Lovecraft I've read. So far, my favorite is At the Mountains of Madness. In any case, the $1 price-tag makes this book a steal. Buy it!
The horror builds gradually until it seems to be over, then the end hits. There is also an interesting introduction with a short bio of Lovecraft by I.N.J. Culbard.

I don't really even know how to begin to describe this book. To some it may seem a little dry and long winded, but I found Lovecraft's description of the dilapidated town of Innsmouth to be captivating and he can somehow make things seem horrifying that don't really seem all that scary if you try to describe it to a friend. If you like a haunting story with a great deal of mystery and intrigue behind it, this is the book for you!
I wanted to get into Lovecraft, and this story was a great intro. Perfect way to learn the major themes and motifs of the greater works.

It was so cool and there was so much mystery! I think the town reminds me of Pripyat in how it is abandoned.
Not much can be said that hasn't been covered by other reviews, but this is one of my favorites. Lovecraft's descriptive atmosphere (and overly purple prose) captures the imagination and brings fear-shadowed Innsmouth to life. There's also that sense of an unknown history that we and narrator only glimpse through second hand accounts. It's a mystery that turns to terror when the narrator is pursued from his hotel room.
It's interesting to note that aside from some hearsay from a ticket-agent (who had never even been to the town) and a grocery boy (who didn't live there) the narrator's primary source on Innsmouth was a 96 year old drunkard. All right, the citizens of Innsmouth are interbreeding with fish men, but do we really want to condemn them based on ol' Zadok's ramblings? True, the Innsmouth folk chased the narrator at the climax, but given what we learn at the end of the book, their intentions may not have been hostile. It's worth mentioning that none of the citizens seem to be armed when they're searching for him.
Anyway, this is definitely worth reading. It's one of Lovecraft's best. If you can, the audiobook narrated by Phil Reynolds is a good listen.
